YOUNGSTOWN — Carl Davis was officially sworn in as Youngstown Police Department’s chief by Mayor Jamael Tito Brown today (Jan. 29).

Brown said the swearing-in was just ceremonial, and Davis has been working as chief since he took over Jan. 15.

Brown said Davis has been active and engaged since starting as chief two weeks ago.

“I love his passion for his family [and] for his community,” Brown said.

Brown announced the retirement of former YPD Chief Robin Lees on Jan. 8 after differing views of the direction of the police department.

Davis said he plans to restore community confidence and trust in the department. Some of his plans include community policing by all officers, body cameras and involvement with churches in Youngstown.

Davis was previously assigned to the Internal Affairs Division in the police department. He has served YPD for 35 years.

Davis started as a patrol officer in 1986 and has worked in the YMHA Unit, the Power Shift Unit, sergeant of the Patrol Division, Detective Bureau and the Internal Affairs Division. He also serves as head of the Police Chaplaincy Corps.
