No Columbiana County long-term care facilities were included on the list.

As Ohio Department of Health-led epidemiological teams have visited hardest-hit nursing homes in the area, they've instructed on isolating certain portions of those facilities and isolating infected residents, along with those who care for them, Mahoning County Health Commissioner Ryan Tekac said during a Thursday media briefing.

Because of their layout or size, it's sometimes "difficult," but other facilities are divided into wings, he said.

"If you have a number of [infected] patients in a wing, that becomes your 'isolation wing.' ... As an employee, if you're working in that wing, that's the only wing you're working in so you have less of a chance of cross-contaminating those patients," he said.

Tekac did not specify where those state-led teams have visited in the county, but said local officials are passing on what they've learned on managing the virus' spread to other facilities in the county.

When asked about moving infected nursing home patients to designated hospital overflow field clinics such as Youngstown's Covelli Centre, Dr. James Kravec, the county health board's chief medical officer and Mercy Health's chief clinical officer, said the county's existing resources aren't being over-stressed.

He said the convention center is "not a traditional care site" and nursing homes are the best setting for those residents.

Before the order was released, John Masternick, CEO of Windsor House, on Monday told The Vindicator that while the long-term care provider is dealing with outbreaks at four facilities — Windsor House in Canfield; O'Brien Memorial Health Care Center in Masury; Masternick Memorial Health Care Center in New Middletown; and St. Mary's Alzheimer's Center in Columbiana.

According to ODH data, there are outbreaks at five Windsor House facilities, for a total of 27 cases.

As of Wednesday, 46 percent of COVID-19 deaths were long term care facility residents.
