County commissioners, East Liverpool mayor celebrate redevelopment downtown

A high-tech business services and accounting firm based in West Virginia celebrated moving into their new Ohio headquarters in a redeveloped historic building in East Liverpool.

Charles Bailey started True North in 2012, which provides services like accounting, medical billing and consulting to business owners across 47 states in the U.S.

Last year, Bailey announced plans to redevelop the 31,000-square-foot BOSS building in downtown East Liverpool, originally constructed in 1930.

“This headquarters is more than an office—it’s a commitment to East Liverpool’s future,” Bailey said. “By building here, with local partners, we’re demonstrating what’s possible when businesses and communities invest in one another.”

On Oct. 1, True North hosted a grand opening for its new headquarters in downtown East Liverpool with tours for community members at 119 E. Fifth St. in East Liverpool.

“True North is proud to call East Liverpool our new home. This city’s past is inspiring, and together we’re going to help shape its future with high-tech jobs and innovation,” Bailey said.

Several guest speakers also participated in the grand opening, including Columbiana County commissioner Mike Halleck, East Liverpool Mayor Bobby Smith and representatives from Lake to River.

“We couldn’t have done this without the incredible support from the state, local leaders and the community,” Bailey said. “East Liverpool has what it takes to become a hub of opportunity again.”

True North’s new headquarters is also part of a broader effort to build momentum in the Lake to River region, where partnerships between state leaders, developers and business owners are working to spark growth and create jobs.

The revitalization project was supported by a $700,000 JobsOhio Vibrant Communities Grant.
