Mahoning County Children Services Board appoints new executive director
The Mahoning County Children Services Board announced at their June 13 regularly scheduled board meeting that Richard Tvaroch has been selected as the Agency’s new Executive Director. The Board unanimously voted to approve a one-year contract.
Tvaroch will assume the Executive Director role on July 24.
Tvaroch replaces Randall B. Muth, J.D., who served as the Agency’s Director for the last 10 years.
Muth’s final day at the Agency was June 8. Muth will continue his professional career working within Ohio’s public children services system as the new Executive Director of Lucas County Children Services (Toledo).
During the transition, the Mahoning County Children Services Board selected Dr. Joseph Mosca to serve as the Agency’s Interim Director.

“Mr. Tvaroch brings a wealth of child welfare administrative experience to Mahoning County Children Services. I believe he will continue to promote and expand the existing commitment to excellence in service delivery to children and families served by the Agency,” states Dr. Joseph Mosca, Interim Executive Director, Mahoning County Children Services.
The Mahoning County Children Services Board has been actively involved in the Executive Director search process. There was a total of 11 applicants for the position.

What will Richard Tvaroch do as executive director of Mahoning County Children Services Board
Tvaroch describes himself as “a proven leader and goal-oriented professional” with over 30 years of Ohio public child welfare administrative experience.
Since 2004 and currently, Tvaroch has served as the Quality Assurance Administrator at Trumbull County Children Services, Warren, Ohio.
In this role, Tvaroch manages all aspects of Trumbull County Children Services’ Quality Assurance Program which aims to ensure the Agency’s compliance with federal and state laws and regulations as well as to ensure the Agency provides a family-centric, cost-effective and timely services to children and families in Trumbull County.
In addition, he also provides expertise and assists with human resources, labor/management policies and procedures, financial and strategic planning, staff training and serves as the Chairman as the Agency’s Levy Planning Committee.
He served as an Administrative Planner for Trumbull County Children Services from 2002-2004 and as a Child Welfare Case Worker from 1992-2002.
Tvaroch holds a Master of Public Administration from the University of Akron, and Bachelor of Arts from Youngstown State University.
