Trumbull County parolee at large

A Trumbull County teen-age offender who received parole in April 2019 on a prison sentence that could have lasted 85 years, has violated his parole, according to the Ohio Department of Rehabilitation and Correction website.

Roosevelt Devail Gray, 48, is a violator at large, prison officials say.

Anyone who knows of Gray’s whereabouts is asked to call 911 or local authorities.

Gray was convicted as a teenager in 1993 for taking part in a deadly robbery outside a Warren restaurant toward the end of 1992.

Parole was opposed by Trumbull County

Trumbull County Prosecutor Dennis Watkins had opposed the release of Gray three times before the parole board, including a full board hearing in 2019 in which the state granted the inmate his freedom.

“It makes no sense under the known facts to release him (Gray) now,” Watkins had written in letters to the parole board. “It would demean the seriousness of his offenses and would surely pose a danger to the community … it is certainly not unfair to keep him to 2050.”

Gray has served about 26 years of an 85-year sentence.

Gray was 17 when he pleaded guilty to charges of involuntary manslaughter, aggravated robbery and receiving stolen property, and received the prison sentence after agreeing to testify against his 23-year-old cousin, Ibn Shakoor, as the triggerman in the murder.

Shakoor, formerly of Youngstown, is serving a life sentence for the murder of Joseph Muscardelli, 21, who was shot outside the former Sir Bentley’s Restaurant on Mahoning Avenue NW in Warren.

Muscardelli and his fiancee, Beverly Schofield, were getting out of their car in the parking lot Dec. 28, 1992, when the two gunmen approached and robbed the couple. After Muscardelli handed over his wallet, Shakoor shot him three times in the chest. Schofield was not injured.
