YSU Board of Trustees approve new contract with professional, administrative union
The Youngstown State University Board of Trustees, during a special meeting Tuesday, unanimously approved a new three-year contract with the university’s Professional/Administrative Staff (APAS) union.
The union and university administration recently reached the tentative agreement and the union ratified the contract last week.

And we’re extending that legacy into future generations with our expanded educational offerings that cover the full continuum of educational choices - from credentials and certifications for early workforce entry to associates, bachelors, masters, and doctoral degrees,” said YSU President, Bill Johnson. “Through these expanded and diverse programs, our exceptional faculty and staff prepare graduates who make meaningful contributions to our region, state, and nation. This new contract not only supports our staff who work so hard to ensure an outstanding student experience but also strengthens our commitment to delivering excellence in education.”
The union’s previous three-year contract expired June 30, 2024.

This new contract reflects our shared dedication to enhancing the educational experience for our students and supporting our dedicated staff,” stated Mike Peterson, chair of the Board of Trustees. “By investing in our employees, we are ultimately investing in the success of our students and the future of YSU.”
The agreement includes a 1.75 percent base salary pay raise and a $300 flat increase to the employee’s base salary in the first year and a 1 percent base salary pay raise in the second and third years with $550 and $825 flat increases to base salary respectively. Salary increases are not retroactive. In the third year, employees will also have the option to voluntarily cash-out 40 hours of accrued vacation.
Additionally, effective August 1, 2024 APAS employees will begin to pay a 19% employee contribution for healthcare, which is consistent with all other YSU employees.
The new contract will take effect as of July 1, 2024 and will continue through June 30, 2027.
