Youngstown woman was only at Lisbon center for several days before escaping, director said
Youngstown resident Ashley Croley was only at the Eastern Ohio Correction Center (EOCC) in Lisbon for several days and didn’t show any negative signs before escaping on Saturday.
EOCC Executive Director Phil Nunes said Croley, 37, arrived at the facility on Aug. 2.
Croley was sentenced to six months in the EOCC last month after violating probation on a fifth-degree felony.
‘We’re a community-based correctional facility’
Nunes said he wanted to clarify that Eastern Ohio Correction Center does not operate as a prison.
“We’re a community-based correctional facility.” Nunes said. “We’re an alternative to incarceration and serve as a diversion from jail or prison.”
Nunes confirmed a police report from a witness that said Croley climbed over a fence to escape and added that residents are allowed to be outside for recreation supervised by cameras and are told not to leave.
‘We’re not law enforcement. We don’t chase people’
He said that the center called the police once they realized Croley left.
“We’re not law enforcement,” Nunes said. “We don’t chase people.”
He added that this weekend’s case was only the second time someone escaped the all-female facility in three years.
“It’s highly unusual,” Nunes said, comparing life there to prison or jail.
He said residents living in dorm rooms and can go outside the property accompanied by staff members in the first 30 days can leave alone after 30 days for events like doctor’s appointments and can work in the community after four months.
“They don’t come and go without permission,” Nunes said.
Croley is still missing as of Tuesday afternoon. The U.S. Marshals Service is assisting in the search.
