Monserrat was shot and killed on April 15 outside a bar on the south side of Youngstown.

In addition, a 16-year-old who was arrested last Friday appeared in front of Magistrate Karen Romano Melone in Mahoning County Juvenile Court on Monday, facing a felony murder charge in connection with the shooting death.
According to the Mahoning County Juvenile Court, the defendant has been charged with one felony count of murder and three felony counts of attempted murder.
There is a firearms specification on all three counts of attempted murder that means at least three years will be added to the sentence if he’s convicted.
Since evidence shows the incident was a drive-by shooting, there’s a second firearms specification on all three counts of five more years added if convicted.
The juvenile court explained the murder charge is an unclassified felony with the exact specifications for firearms of at least three years and five years for the drive-by.
According to court records, the defendant entered the juvenile equivalent of a not-guilty plea and was denied bond by Magistrate Karen Romano Melone.
Reports say his case could be moved over to adult court. Still, the Mahoning County Prosecutors Office wasn’t sure yet how they would proceed.
The defendant was taken back to be held in the Juvenile Justice Center.
Mahoning Matters has chosen not to release the defendant’s name until he appears in adult court.
Police said the investigation is still continuing.
